Since TfL's recent works on the A316 roundabout on the London Road, including new signage and signal changes, we have seen a hugely significant increase in vehicles using Broadway, Kenley Road, Godstone Road, Winchester Road, Moor Mead Road and Hill View Road as a cut-through to avoid congestion on the A316. This has become a daily safety issue in the afternoon and evening for local park users and local residents. Drivers are frequently travelling at unsafe speeds, and over the past one to two years there have been several near-misses involving local children in the area. Many drivers appear agitated and frustrated at this time of day, which results in aggressive driving. Anyone standing at the corner of Kenley and Moor Mead during the evening peak can see how difficult and dangerous it has become to cross the road safely. The same rat-running pattern also occurs on evenings when rugby matches are held nearby, with a further surge of taxis passing through late into the night. We understand that the current morning exemption scheme on Hill View Road was itself introduced following a consultation with residents and businesses, which found significant support for the change, and that this followed representations from local councillors and a resident petition. We are asking the Council to follow the same process now, with the other side of the road (cars heading towards the London Road from Moor Mead), in the afternoon/evening. We therefore request that the Council carry out a consultation, or run a trial to create restricted access hours on Hill View Road (leaving Moor Mead heading towards the London Road) to: Monday to Friday: 4.00pm–8.00pm We believe this would help reduce dangerous rat-running traffic during the periods when residents, and local park users including children, are most likely to be walking or crossing near the park, and would return the roads to its intended purpose of serving local residents and park users rather than generating through traffic to escape the A316.
