Parking Congestion In Lawn Crescent

Statement

Following local resident feedback obtained at the Lawn Crescent Resident Association AGM following a Resident Survey conducted independently of the recent Council Survey on CPZ parking in the KA Zone, the Association is petitioning for a review of the parking restrictions and zoning for Lawn Crescent with the objective of adjusting the controls in place to improve access and availability of parking for residents. The consensus among residents is the there is a need for a re-evaluation and adjustment of controls due to certain unique factors which have influence on this area as a preferred location for non resident parking. These factors include 1) An unusually high number of Business parking permits (53) with access to the Crescent bringing the total number of regular permit holders in the immediate vicinity to 219, 2) A notable lack of on-street parking in and around Lawn Crescent including other KA residents of Sandycomb Road, Victoria Cottages, Kew Parade and the South Road development opposite the Crescent. 3) The loss of parking on Kew Road and consequential overflow from visitors to the Kew Gardens including Events, or from nearby residents similarly affected. 4) The widespread adoption of flexible working with impact on parking density arising from commuter and leisure users of the nearby Kew Station during the uncontrolled hours, 5) Congestion arising for the narrow but 2 way access often mistaken for a through road to Ennerdale Road, 6) Visitors to 4 local restaurants shops and businesses within a 1 minute walk, 7 Occasional local KA permit holders parking long term for access to Kew Gardens station.

The local survey resulted in a clear preference for the adoption of adjustments to the restrictions to be introduced into the next phase of the Councils consultation. While it was recognised that it was unlikely that a Lawn Crescent only zone would be introduced, there was a majority view that there would be benefit if there was a reductions in the number of Business permit holders and if the outer perimeter of the Crescent was available to KA Residents only and inner perimeter remained available to both Resident and Business Permit holders. Results also reveal a definite bias towards maximising the hours of control even though those properties with off street parking were less inclined to support this. On balance the resolution adopted at the AGM was to recommend: 1) Differential parking between inner and outer perimeters with a view to providing householders with improved access. 2) CPZ restrictions to be aligned with any changes to nearby zones that may be introduced due to, for example, overflow arising from Kew Gardens and Events. 3) The longest controlled hours compatible with a single visitor parking permit over at least 4 hours to remain within the Tier 1 permit price, unless controls are extended or split to meet the condition (2) above.
