Exclude local residents living in Zone S - St Margarets from current restrictions that apply to Hill view road AM traffic. (7.30am - 9.30am) Provide an exception or automatic appeal waiver for local traffic access for Cars with Zone S vehicles registered at addresses in roads: St Margarets Grove, S Western Road, Sidney Road, Kenley Road, Godstone Road, Moormead Road, Drummond Pl, Winchester Road, Broadway Avenue. Improve the clarity of the signage, which is currently unclear

Local residents in our neighborhood COVID support group shared several stories of many residents being fined by the current system for gaining access to a local traffic area where these people live and need access to. Many residents have attempted to appeal PCN's here on the basis of the following, but in nearly all cases have been denied appeals. * Common complaint of lack of adequate signing, particularly for newer residents who have moved in the area * While a gate is in place that could be used, it seems to be very infrequently used to enforce the traffic restrictions and prevent drivers from incurring a PCN due to an error * Residents in these streets are not seeking to use the roads as a 'rat run' merely to return to park in proximity to their homes * That there are many similar precedents in London and Boroughs where traffic restrictions being enabled continue to allow access for local residents
