This traffic intersection has been the site of severe car accidents due to vehicles disobeying red lights, cars parking illegally on the adjacent double yellow lines and speeding.
The Council is currently engaged in planning a major upgrade to the junction you refer to, which aims to address the concerns that you have, together with many other considerations.
The Local Implementation Plan paper (item 408) was approved by Cabinet on 8 September 2016 (https://cabnet.richmond.gov.uk/ieListDocuments.aspx?CId=163&MId=3955&Ver=4). This will deliver significant enhancements to this junction and beyond as it focusses on safety, public realm and air quality improvements. The Council has commissioned a study (in partnership with the Barnes Town Centre Manager) of the Barnes High Street/Church Road corridor which includes this key junction. Once initial recommendations are identified, the Council will work with key partners to agree on the measures to fund, with funding set out in the next three financial years to deliver a series of improvements.
