Free Child Care Provision

Statement

We, the undersigned, petition the council to adequately fund nursery provision for all three and four year olds for 15 hours per week such that no parent or pre-school is left out of pocket.

Details

Currently there are insufficient nursery places for all three and four year olds within state run nurseries in Richmond. As a result many parents have to resort to private nurseries. The current funding rate provided per hour is just £3.60 per hour which is well below the cost per hour of the cheapest private nursery in the Borough. This results in parents being out of pocket by over £2,000 per year based on 38 weeks a year and 15 hours per week.

We believe this Council is failing in its statutory duty for all three and four year olds when it comes to free nursery provision. We are calling on the Council to either provide sufficient state nursery places for all 3 and 4 year olds or set a funding rate which means parents who have to use private nurseries do receive completely free child care for 15 hours per week
